Mark was taken from this world much too soon, but I consider it a personal blessing that I am able to call him a friend during the time he had. He always had a ready smile and kind word, despite the stressors around us. His true appreciation and deep understanding of the homeland security enterprise made an impact on me and anyone lucky enough to connect with him. Dear Nicolin I was so sorry to hear about the tragic circumstances surrounding the death of Mark. I cannot begin to understand the shock and disbelief that you must be feeling. Mark and I started our fire service career in the same squad at Southwark training. We became friends from the beginning, it came as if I had known him for many years. Our friendship maintained throughout his career in the London fire service his help and advice was a huge impact on my own fire service career. We kept in contact throughout. I visited your house on many occasion and likewise Mark came over to mine. He left for the post as Fire chief and I was thrilled to bits as he described the selection process which he passed with flying colours. Mark was a devoted family man he gave everything 100% and faced most challenges with relative ease. About a month ago I spoke with Les Bowman to establish how Mark was getting on and was in the process of contacting him. There is a great emptiness left by Mark’s passing, but I am certain that the strength of the love that you and your family share for each other and for Mark will get you through this difficult time. I will always remember what is probably one of the most captivating and contagious smiles that I have ever seen on a person. Despite the fact that we were together at NPS to study hard, what was clear from the moment I first met Mark was that his first priority was his family. I met Mark at the BCOC meeting in Las Vegas, it was my first time there. Who was the first person to come greet and befriend me? It was that guy with the funny accent that wasn’t from Brooklyn, Mark. Mark introduced me to the other members of the organization and from there we were nothing but friends. Mark was easy to befriend. A great smile, great wit, but perhaps most of all was his great passion for his work and most of all his family. My one huge regret is that my wife and I didn’t have a chance to get to know you and the girls as well. I do hope we can get to know you guys. At times like this I take solace in the Bible’s promise of a resurrection, I know that God is faithful and will remember Mark. I remember talking to Mark before he left on what I thought was his his brave adventure to the States, he was, as always, full of enthusiasm and drive and looking forward to the challenge of pursuing the job he loved in America. The fact he was able to do that says a lot about the man - Mark was not afraid to push the boundaries and follow his dreams, he studied hard to put himself in the position to be chosen as Chief and I'm sure the same as he did in his time in London Fire Brigade, made a difference to those whose lives he touched. Rest in peace my friend you have touched many lives for the better and will be remembered for all the right reasons.

I had the pleasure of working with Mark in the London Fire Brigade before he moved to America. Mark was a consumate professional and a true gentleman. He was an excellent ambassador for the fire service and a great role model to firefighters from under represented groups. I know that Mark will be sorely missed but the pioneering work he did will have laid the foundations for many generations to come. My sincere condolences to Mark's family, friends and colleagues.

To Mark's family, please know that he will be deeply missed by all of us who had the pleasure of knowing him. I had the honor of spending a lot of time with Mark while we were in the NPS Masters Program. While in the NPS program, I valued the deep conversations about any number of issues related to our studies and politics. Some of our greatest conversations were about our families and the toll that juggling work, family, and the CHDS program had on our wives and daughters. I was blessed to know Mark, as we attended the U.S. Naval Postgraduate School together from September 2011 until we graduated in March of 2013. He was a truly wonderful person who cared more about others than he did of himself. Although we were on opposite sides of the country, we were connected by a bond of friendship, and we shared many good times when we were in-residence at NPS in Monterey. I am truly proud to have known him, and even more proud to call him my friend. Mark, you will be missed, but your memory will live on forever in the hearts and minds you have touched.

I sat next to Mark for all of the classes we attended together at the Naval Post Graduate School in Monterey, CA for our degree in homeland security. Mark was a very thoughtful and insightful person that cared deeply about family, his friends, his career, and his character. He was quick to laugh and slow to judge. He felt very strongly about working to defend America through his learning at the Naval School. We did many projects together, had dinner together, and always shared thoughts while in class. I am so sorry that he will not be here to share his views and to see his wonderful smile and infectious laugh. My thoughts and prayers go out to his wife, daughters, and family. Mark Carr was a really nice guy always laughing and smiling and always looking to move up. He was a great morderator during our time of games and never take sides during our game discussion.
Mark has being an inspiration to so much of his friends and family...a passion for his work... He would keep taking about fire and fire trucks from a small boy....
Many of his time together with friends and family would keep us laughing and aways encourging us to do better.
